He drops turn 1 with nothing to shoot at, then you drive on turn 2 and shoot the living emperor out of him at point-blank range with all the melta and plasma in your army. Another popular counter, if your army is good at moving & firing, is just to go into Reserve. You can create buffers with your infantry and cheaper tanks so he can't get any good melta shots at your expensive stuff. Spread out screening units in lines at full coherency, to minimize how many models he can get under his templates, and maximize the areas where he can't land. You can position your units during deployment to minimize the damage he can do, and IG are actually one of the best armies to do this with. It's usually pretty easy to counter once you know to expect it. Having 400 points worth of marines flaming and melting you in assault range before you even get your first turn is quite unpleasant for guardsmen.
